On Thursday, November 28, 2024, Bangkok, in collaboration with the Federation of Thai Industries (FTI), the automotive industry group and member companies, held a press conference on the implementation of the “6th PM2.5 Dust Reduction Car Clinic Project” to support engine inspections and oil changes. Car manufacturers are joining together to provide discounts on maintenance costs to reduce black smoke for people using diesel and gasoline engines nationwide for up to 6 months, starting from October 2024 until the end of February 2025. There will be more than 1,463 service centers from car manufacturers ready to provide services.

Mr. Kriangkrai Thienukul, President of the Federation of Thai Industries (FTI), said that

“The FTI has always been aware of the PM2.5 dust problem. Therefore, under the One FTI policy, the industrial sector has been promoted to move towards a green industry or Go Green to complete the business cycle throughout the supply chain, starting from reducing the purchase of agricultural raw materials from burning, cooperating in monitoring air pollution released from the production process and controlling various activities within the factory that are the source of dust, maintaining machinery and employee transport vehicles, and pushing for industrial factory members to operate according to the Eco Factory guidelines, which are environmental measures and promoting businesses to use renewable energy in the organization, which will be a proactive mechanism to prevent dust and pollution problems from the industrial sector sustainably.”

In addition to the manufacturing sector mentioned above, FTI gives importance to the PM2.5 problem from the transportation sector, especially in the Bangkok area, which accounts for more than 50%, which comes from trucks that transport goods and buses that lack inspection and maintenance of their engines to ensure readiness for use. For this reason, FTI has had members of the automotive industry group implement the Car Clinic Project to reduce PM2.5 dust, which has been ongoing for the 6th time, through providing discounts to car users who visit service centers to maintain their engines, which will help reduce the impact of the PM2.5 dust problem.

Ms. Yupin Boonsirichan, Chairwoman of the Automotive Industry Club, Federation of Thai Industries (FTI), said that

“From the Federation of Thai Industries (FTI), by the automotive industry group and related private sectors, who have jointly implemented the “Car Clinic Project to Reduce PM2.5 Dust” for the past 5 times, the private sector has jointly provided discounts on engine condition checks and oil changes for diesel cars that have expired their warranty periods for more than 600,000 cars, which can be calculated as the amount of money that member companies have supported the budget for the project implementation of more than 115 million baht.”

For the implementation of the 6th PM 2.5 dust reduction vehicle maintenance project this year, 9 automotive industry members are supporting discounts on maintenance costs to reduce black smoke, such as free inspections, discounts on engine oil, labor costs, and spare parts related to oil changes and engine inspections for old diesel and gasoline engines nationwide from October 2024 to February 2025, with some companies implementing the project until March 2025. There will be more than 1,463 service centers from car manufacturers participating in the 6-month period. Interested people can coordinate and request more information from the service centers of the car manufacturers participating in the project.

The Automotive Industry Group, FTI, as a representative of the industry sector, sees that the approach of supporting people to maintain their cars, especially old cars, will be an important approach to increase the efficiency of combustion of cars and reduce the impact that will cause PM2.5 dust problems, which will solve the problem at the root cause. In addition, the Automotive Industry Group is pushing for the development of environmentally friendly vehicles, reducing pollution emissions, and preparing to enter the modern automotive industry, especially electric vehicles, in order to elevate the Thai automotive industry to be in line with the world's direction, along with promoting the reduction of negative impacts on the environment, especially the reduction of PM2.5 dust problems in a tangible way.

Mr. Chadchart Sittipunt, Governor of Bangkok, said that

“The dust problem in Bangkok is caused by 3 factors: cars, biomass burning, and closed weather conditions. If we help solve the dust problem from cars, we can reduce the dust problem in Bangkok a lot. Last year, more than 2,000 cars emitting black smoke were arrested, out of 200,000 cars, but it was found that the PM2.5 dust problem was not solved much. The best way is to change the engine oil and engine air filter, especially old diesel cars. However, the economic problem is another important factor that makes people not change the filter and engine oil as scheduled, especially SMEs. This is the origin of today's cooperation where government agencies and the private sector have organized a golden minute campaign to invite people to change their engine oil from today until the end of January 2025. They will receive a special discount to motivate and create pride in being a part of reducing the dust problem in Bangkok so that everyone will turn to solve the PM2.5 dust problem together. Bangkok has set a target of 500,000 cars.”

In addition, Bangkok has also tested PM2.5 emissions from Euro 3 diesel model vehicles that have passed the black smoke test at the Bangkok Vocational Training School (Athorn Sangkhawatthana), Thung Khru District. There were observations between vehicles that were not maintained and vehicles that were maintained by changing the car filter and engine oil in a 50 cubic meter room. The test results found that vehicles that were maintained by changing the car filter and engine oil were able to reduce PM2.5 emissions by up to 50% and help extend the life of the vehicle. Bangkok has stipulated that personal cars of Bangkok executives and government vehicles must change engine oil before the end of 2024.

“I would like to invite everyone to join this campaign because it will improve the engine of the car. I would like everyone to use the public transportation system together. Bangkok will accelerate the process of people who use private cars to use the public transportation system more by facilitating the use of feeder cars and walkways to connect travel with the public transportation system,” said Mr. Chadchart.
