Low Emission Zone fights PM2.5 dust crisis, Bangkok issues measures to prohibit large vehicles from entering the city

Currently, Bangkok has not issued an announcement prohibiting trucks from entering the Ratchadaphisek Ring Road area because it must meet the following criteria:

1. The average PM2.5 dust level in Bangkok must be at the red level in 5 districts.
2. The 2-day forecast consists of:
   • PM2.5 red level in 5 districts or orange level in 15 districts
   • Ventilation rate (VR) less than 3,000 m2/s
   • Wind direction from the east

According to past statistics, this situation usually occurs in January or February.

Recommendations
To prepare, please ask entrepreneurs:

• Register a green account (Registration link) to request an exemption from future prohibition measures
• Take your car in for maintenance, such as changing the engine oil and air filter.

What entrepreneurs need to do now:

1. Bring the car in for maintenance
   • Change engine oil and air filter
   • Keep proof of receipt for use in registering for a green account.
2. Register a Green Account
   • Fill in the information via Registration link Or QR Code
   • Attach evidence as specified in the form.
3. Join the Green Account Line Group
   • To receive news about the PM2.5 situation and announcements from Bangkok (the LINE link is on the last page of Registration form )
4. Plan your freight transport
   • Be prepared in case of announcements such as a 3-day truck ban and alternative routes outside of 22 districts.
5. Inform network partners or relevant agencies.
   • Encourage business units to jointly bring trucks (6 wheels and above) for maintenance and register them on the green list in order to request an exemption in the future.

Green Account Registration To request an exemption from the low pollution zone measures in Bangkok, the following conditions can be followed:

1. Trucks that need to be registered
   • Must undergo maintenance, including changing engine oil and air filter, since date 1 November 2024 From now on
   • If the truck uses a Euro 5 or 6 standard engine and has been used for less than 1 year:
     • Attach proof of purchase of the vehicle showing the model and engine (TIS No. 3043-2563 or TIS No. 3046-2563) along with a photo of the vehicle's license plate in place of the service receipt.
2. Required evidence
   • Receipt indicating the maintenance service, which must include:
     • Name, address, telephone number of service provider
     • Print format only (no handwriting)
     • Signature of the service officer

Green Account Registration Must be re-done every year Operators must bring their vehicles for maintenance according to the period specified by Bangkok that year to ensure that trucks have clean engines and low emissions during the dust season.

To reduce the impact on public health, especially vulnerable groups such as the elderly, children, pregnant women and patients with respiratory diseases, and to reduce the amount of pollution in the Bangkok area and areas where trucks pass through.

In the event that the company has a garage and performs the engine oil/filter change by itself but does not have a receipt:

1. The garage in the company must issue a certificate.
   • The certificate must show the maintenance details.
   • You may refer to the vehicle maintenance record form according to the announcement of the Department of Land Transport 2022.
2. Format of evidence:
   • Must be in print format
   • Case of concession: If it is a written receipt, there must be a clear stamp of the garage, along with the name, address, and telephone number.
   • Not available: If it is written entirely without a stamp

Note: Non-compliant evidence will not be accepted for Green Account registration.

Duration of enforcement of measures 3 days Effective from The day after the announcement such as:

• If announced on Monday at 6:00 AM.
• Trucks will be prohibited from entering the Ratchadaphisek Ring Road area from Tuesday at 6:00 a.m. until Thursday at 6:00 a.m.

Note:
If the average PM2.5 dust level continues to increase, additional announcements may be considered to ban other types of vehicles.

Ratchadaphisek Ring Road area covers 22 districts, divided into:
1. Inner Bangkok area (Inside the road) 9 districts: Dusit, Phaya Thai, Phra Nakhon, Pom Prap Sattru Phai, Samphanthawong, Dusit, Sathorn, Pathum Wan, Bang Rak, enforced in every sub-district in the 9 districts.

2. Area along the road 13 districts (31 sub-districts) including:

If you violate or do not comply with the announcement, you will be punished accordingly. Section 52 of the Disaster Prevention and Mitigation Act B.E. 2550 by:

• Closed-circuit television (CCTV) and AI systems will record the registration numbers of trucks that violate the law.
• The information will be checked against the vehicle registration in the green list.
• If not found in the green list, the officer will send information with evidence of violation to prosecute.

Recommendations:

Entrepreneurs must plan transportation and loading of goods in accordance with the announcement, such as using the same methods as used during the New Year and Songkran festivals when trucks were prohibited from operating, in order to avoid violating the announcement.

Do not drive a car that has not been maintained. Entering an area that is prohibited due to the high pollution emission of the vehicle.

Exceptions: Vehicles that use natural gas (NGV), electric engines, or Euro 5 and 6 standard engines.

Penalty for violation:

• Imprisonment not exceeding 1 month or both (according to Section 52 of the Disaster Prevention and Mitigation Act B.E. 2007)
• Fine not exceeding 2,000 baht

Once the operator has successfully registered for a green account:

• The officer will check the evidence attached to the system and if further information is required, he/she will contact you within 7 working days
